The Association for the School of the Republic stresses that this year the adoption of textbooks has set yet another act of application of measures for the reorganization of high schools, technical institutes and professional shuffle far beyond current legislation, since the rules are still the Court of Auditors and have not yet been published in the Official Gazette.
The natural response was to suspend the adoption of textbooks, until there had been any procedural and substantive conditions to enable them to make choices aware.
The adoption of textbooks - for those who did not take account of 'anomalous situation in which we find ourselves - preceded the publication of new regulations and guidelines, also adopted on the basis of an expired and therefore unlawful delegation .
This illegality is particularly serious because the adoption of the textbook is an important part of teaching the teacher: it is identifying the most effective teaching tool for the development of curriculum.
is a significant decision that requires careful benchmark for the program to play.
Furthermore the existing provisions requiring the maintenance of the instructional text for the whole course assume absolute knowledge and a great sense of responsibility.
It was therefore required of teachers a choice without even knowing neither the regulatory framework of the secondary school level II or the new guidelines.
The adoption of textbooks, regardless of the full awareness that the school will be built with the changes to be introduced, was thus reduced to a fulfillment procedural, so configured, humiliates himself in the role of the teacher
GIVEN that the Regulations for the reorganization of vocational schools has not yet been published and provided for by national guidelines. 8 paragraph 6 of dpr15/3/2010, for vocational institutes have been published only in draft form to be defined;
as this has made it impossible to stage performing Preliminary consultation of the representatives of students and their families, as required by art. 7 paragraph 2 letter. e) of Legislative Decree 297/94 and art. 2, paragraph 4, of the presidential decree No. 249/1998 (Statute male and female students of secondary school);
Given that reductions in hours of instruction in second and third classes of vocational schools are not yet final, making it impossible to quantify the hours per square discipline, and thus making it impossible for the consequent redefinition of objectives and content of the disciplines involved in the reduction, and at the same time, because of the interconnections between disciplines, making it impossible for a proper redefinition of the POF consistent with the changes in place,
CONSIDERING that, however, a redefinition of hours necessary for a redefinition of the content at the central level of learning as a change made school by school (which is possible only when the rules will be final and effective) will inevitably uneven preparedness of students in those disciplines with consequent responsibilities of teachers themselves in order to prepare the state exam;
since all the rules in preparation for the adoption decree is not still in force, making illogical the sequence of preparatory aspects in these proceedings, and exposing this College to appeal to the Administrative Tribunal by households for formal defects;
this Board notes the impossibility of adoption of textbooks in the classroom first, second, third, and calls the ministry
* the immediate adoption of standards in preparation for the adoption decree
* Extension of the deadline for adoption, to allow teachers to examine new publications for classes first, to loosen the knots still unresolved regarding reductions hours of classes in second and third to make possible the accomplishment of that art. 7 of Legislative Decree 297/94 and Presidential Decree 249/98.

Given that
Ø as subscriptions for 2010-2011 will be made on the basis of the reorganization of secondary grade II but not yet legally exist, because follows a simple ministerial circular (No. 17 of 18.02.2010) and its publication in the Official Gazette.
Ø to date have not yet been officially adopted the program addresses the subject of reorganization;
Since
· The current provisions provide for the mandatory adoption for a minimum period of six years;

invites all teachers of all disciplines,
as proposed in the councils of Class 6 and 7 May 2010, not to propose and not to discuss adoption on the first class of each address.

extraordinary meeting in THE DAY 26/03/2010
WHEREAS
- measures on public schools and cuts to his ministry more and more consistent resources over the past fifteen years have resulted in a progressive impoverishment of the quality of education, almost always without any educational project;
- in especially the last steps to the school are leading the a point of collapse and constitute an attack on right to education, guaranteed by the Constitution, and the role of public schools in Italy;
- maneuvers of the Minister 'education and teaching schedules disrupt the pictures of the school of any level:
- in elementary school with the introduction of a single teacher and the reduction of full-time ,
- in high schools with the elimination specializations "historic", with cuts hasty and indiscriminate at curriculum especially in the disciplines of address, with heavy cuts to the workshop activities.
is UNACCEPTABLE
- that measures of so vast, designed to radically change a fundamental institution of society, is closed to the public debate;
- that they are not subjected to any serious verification teaching;
- be imposed in an authoritarian manner.
WHEREAS
- the standard timetable ITC "ANTONIO PACINOTTI" according to the maneuver Gelmini and assigned by the MIUR contains important changes from the current one;
- today are not known programs of the various disciplines of teaching, which can only be substantially different from those currently held, as part of the cuts time;
- to date have not been published or new classes of competition nor is known with which of the contest will be awarded the teaching of different disciplines, and therefore it is not known what skills are required for these lessons;
- the announced hour flexibility of 20% in two years and 30% in three years is smoke and mirrors because an eventual strengthening of rules is allowed only with the weakening of one or more curricular subjects;
- publishers say they have drawn up the text books "in the dark," uniquely interpreted and perhaps arbitrarily new paintings hours in the absence of detailed content for each discipline and conscious that these texts can not meet the educational needs of teachers;

BELIEVES THAT SERIOUS
The Ministry has asked the school to initiate the reorganization of the school

It BELIEVES THAT
The eventual adoption of the law on the reorganization of schools:
- gates most of the seats currently occupied by fellow precarious
- creating additional surplus teachers
TAKES ILLEGAL
CM No 17 of 18 February 2010 which initiated the enrollment for the school 2010/11 missing because of legislative requirements. Fact:
- are assigned new addresses so "automatic" from MIUR, without taking into account the reasoned proposals submitted by individual institutions, moreover, solicited proposals from the same USR, as provided by art. 13 paragraph 5 of the draft rules for review of the 4/2/10 high school approved by the CDM and other settlement patterns;
- invades the powers on the definition of territorial plan of training pertaining to the Province and the Region questioning the necessary link between the school and the extent social in which it operates;
- forced the institution to make our approach and to start writing entries in a situation of complete uncertainty about its future;
- has forced parents to choose the new addresses in a situation of uncertainty and our institution, like all others, to respect the covenant with their parents at the time of enrollment in previous years.
FOR THESE REASONS, THE BOARD OF ACTING :
- not take any action application of these measures until such time as they will form and existing acts with the force of law;
- invite the school board to consider the possibility of challenging the assignment of addresses provided by the Ministry;
- invite the municipality of Pisa , the Province of Pisa and the Region of Tuscany to appeal against the invasion of skills in spatial planning of training;
- suspend the adoption of textbooks because, on the disciplines of education, do not know the contents and their distribution across the school years.
