Subject: Recognition of the integrated water system as an essential public service, public interest, devoid of economic significance.

1. It undertakes to amend the City Charter by introducing the recognition of water as a common public good and access to water as a human right universal, indivisible, inalienable, not subject to market mechanisms and speculative actions.
2. It commits itself to recognition in the integrated water services as essential public service, public interest, devoid of economic significance.
3. Instructs the Mayor to undertake all appropriate actions to counter the measures provided for in Art. 23a Lg. 133/2008, as amended by Art. 15 DL 135/2009, which will lead to the development of the race management of integrated water services and water delivery to the private sector by 2011.
4. Calls upon parliamentarians to work Sicilians should be recognized as a universal human right and, therefore, to ensure free access by promoting the status of local public services with no economic significance.
