SUBJECT: Rights and obligations in the identification of criteria for training classes.

These days Council of the Institute of schools are meeting to discuss, among other things, the criteria for class formation. To make all the cuts envisaged by art. 64 of Law 133, the classes will be provided consisting of a very large number of students. In high school, the first classes must have a minimum number of 27 pupils and the remains are then distributed to 30, but in the workforce of the fact you can even get to 33.
These figures will worsen the quality of service and will go to classrooms and laboratories outside the norm:

• both in relation to the indices of minimum functionality teaching (MD December 18, 1975 - technical standards for construction Scholastic establishing the minimum spatial parameters available to every person in the place of school (1.80 square meters net for kindergarten, primary and secondary level, 1.96 square meters net for secondary school degree)), both

also seem appropriate to point out that the quality of training would inevitably be compromised by the application of Article 64 and circulars related to it. It is particularly alarming consider the following issues:

• school dropout (especially in the first classes margins for action by teachers against students with difficulties in approach to certain subjects are subjected to extreme limitations)
• individualized interventions (it is also severely limited the ability of faculty to develop training programs aimed at optimizing the educational achievement and the development of individual potential)
• difficulty in organizing educational tours
• discontinuity teaching

With this note, then you want:

• denounce the obvious contradictions between the directives of the Ministry (Article 64 of Law 133 of August 6, 2008) that require an increase in class sizes and the law existing safety and feasibility of local school (Ministerial Decree of 18 December 1975 Decree of 26 August 1992 the Ministry of 'Inside, Legislative Decree No. 81 of 9 April 2008: Consolidated Health and Safety at Work) .
• draw attention to civil and criminal liability that School Leadership could come down to where those rules were applied to the detriment of the discipline constitutionally guaranteed safety and prevention in the school buildings.
